The Lifeline Program is not a new government program. It is an extension and evolution of the original Lifeline Assistance Program, first approved in 1984. The original program was designed to put landlines into lower-income family homes, but today the program provides smartphones for qualified individuals and families throughout each state.

Many people in Maryland may not realize they qualify for free government phones. These smartphones are identical to the smartphones available through the respective carriers. All providers of the Lifeline Program must meet federal standards for the phones they provide and the service they offer their Lifeline Program customers.

How to Qualify

There are two ways that people in Maryland will qualify for these government phones. One is if the household income is below the federal poverty guidelines. These guidelines are based on the total household income and the number of people living in the home.

The second way to qualify is to be currently on a qualifying government assistance program or to have the ability to qualify for one of these programs. Examples of programs include Supplemental Security Income (SSI), Section 8 housing, SNAP (Supplemental Nutrition Assistance Program) or Medicaid. Other programs may also qualify.
